Dear Colleagues,
Please find attached the Call for Written Submissions from the Standing Group on Atrocity Crimes.
The Call is part of the independent review being undertaken by the Standing Group. The independent review, supported by expert-led evidence, will assist in the articulation and development of recommendations for a comprehensive and cohesive UK framework for addressing atrocity-related issues. In addition to the call for written submissions, the Standing Group will organise 2-3 days of oral hearings with experts to further examine the issues under consideration. These hearings are currently scheduled to take place in April/May 2026. The final report is expected in September 2026. These dates may be subject to some movement.
The Standing Group welcomes submissions of written evidence for the key issues which are being considered as part of the review and which require further attention. The key issues are broadly set out in summary form in the Call. Colleagues are invited to respond to the guiding questions set out in the Call by key issue and are also welcome to address the Group on the relevance, nature, and scope of the key issues as they relate to the core aims of the Standing Group as set out in the Concept Note, which is available on the Group’s website. The Call sets out the terms of reference and clarifies where, and in what form, submissions might assist the work of the Group.
Written submissions are invited from experts, including individuals and organisations with first-hand and/or specialised knowledge of atrocity anticipation, prevention and response. This could include members of victim/survivor communities, the United Nations and other international or regional bodies, and government departments, as well as academics, journalists, civil society actors, legal practitioners, or non-governmental organisations. Select written submissions may be published, with consent, after receipt at the discretion of the Executive Committee of the Standing Group.
The deadline for written submissions is midnight on 3 January 2026.
